Genesis 41:28 This is the thing which I have spoken unto Pharaoh: What God is about to do he shows unto Pharaoh. 29 Behold, there come seven years of great plenty throughout all the land of Egypt. 30 And there shall arise after them seven years of famine; and all the plenty shall be forgotten in the land of Egypt; and the famine shall consume the land;
Here it is again, as the same thing is occurring when God gives to pharaoh a very disturbing dream, and Joseph gives the grim interpretation with instruction on how to avert the coming crisis. God did not give the dream to scare anyone, but that those who will believe could position themselves intelligently.
When God through Joseph, informed pharaoh that a devastating famine was coming upon the land it was not meant to scare either Joseph, or pharaoh, but it was designed to make them consider very carefully, how they would navigate the situation. Therefore, Joseph took the necessary steps in order to avoid a national crisis, and it became evident that the wisdom given him by God was sufficient to keep Egypt from going off the rails, as the grim prophecy began to unfold across the land.
Genesis 41:31 And the plenty shall not be known in the land by reason of that famine following; for it shall be very grievous. 32 And because the dream was doubled unto Pharaoh twice; it is because the thing is established by God, and God will shortly bring it to pass. 33 Now therefore let Pharaoh look out a man discreet and wise, and set him over the land of Egypt.
Genesis 41:34 Let Pharaoh do this, and let him appoint officers over the land, and take up the fifth part of the land of Egypt in the seven plenteous years. 35 And let them gather all the food of those good years that come, and lay up corn under the hand of Pharaoh, and let them keep food in the cities.
