Exodus 4:10 And Moses said unto the Lord, O my Lord, I am not eloquent, neither heretofore, nor since thou hast spoken unto thy servant: but I am slow of speech, and of a slow tongue. 11 And the Lord said unto him, who has made man's mouth? or who makes the dumb, or deaf, or the seeing, or the blind? have not I the Lord?
We sincerely hope and pray that no one would even think that this verse suggests that God deliberately makes any person dumb, blind, or deaf, from their mother’s womb. Some persons are born with some disabilities from their mother’s womb, as a result of adverse factors that are beyond their control.
God sustains the process of procreation, with all of its liabilities and imperfections, and as a result of our fallen physical and spiritual natures persons can be born with inherent disability. But for anyone to conclude that God personally makes persons dumb from birth is to do violence to the passage, because Deuteronomy already makes clear that “His work is perfect”.
Similarly, if one is born with a bias that is contrary to their physical characteristics of male or female, that fact should be understood as a product of the process within the context of man’s fallen nature, not as something God deliberately does to anyone personally.
Matthew 4: 23 And Jesus went about all Galilee, teaching in their synagogues, and preaching the gospel of the kingdom, and healing all manner of sickness and all manner of disease among the people. 24 And his fame went throughout all Syria: and they brought unto him all sick people that were taken with divers diseases and torments, and those which were possessed with devils, and those which were lunatic, and those that had the palsy; and he healed them.
